Instituted 1919 for issue to all services who served in the military between 6 April 1917 and 11 November 1918 and to the American Expeditionary Force (AEF) in Russia between 12 November 1918 and 5 August 1919. Also awarded to the AEF in Siberia for service between 12 November 1918 and 1 April 1920.
