The main part of the painting, the building in front ... we don't know what it is exactly (maybe you do and can tell us) but it looks to be a modern 1950s or 1960s building, perhaps next to a park in the foreground. The painting would look better in a different frame. This one has glass although most oil paintings don't. The frame sort of overwhelms the painting and the painting is busy enough. Great find.
