Jefferson advocates closer relations with France which many saw as a dangerous step toward war with Great Britain. With this report, members of Congress had no choice but to choose sides; A stronger U.S. foreign policy, less reliant on G.B. or continuation of the status quo where more than 60% of U.S. foreign trade benefited Britain.
