I would guess they maybe a promotional item produced decades ago for Eaton Office Supplies. Eaton is still producing office supplies including various types of paper supplies. I would believe New York always had an extremely high number offices needing supplies so it would make sense to offer such a promotional item. I believe a complete set contains 10 such “stamps”. Although it is easier to find partial sets ranging from 4 to 6 stamps. Selling prices are all over the place.
