Designed to parallel the NASA DISTINGUISHED SERVICE MEDAL but it recognizes the contributions of US citizens that are not employed by NASA. First awarded in 1966 and only awarded 140 times by December 1988 (as reported in John E. Strandberg and Roger James Bender, 1994 Book 'The Call of Duty').
