The locomotives were intended for use on the Tōkaidō Main Line in anticipation of its electrification.Two locomotives were built in 1923; General Electric manufactured both the electrical and mechanical components of the locomotives. They were originally classified as the Class 1010 and numbered 1010 and 1011, but were reclassified to Class ED11 when a rule regarding the standardization of locomotive names was enacted in 1928. The locomotives were mainly used on the Tōkaidō Main Line, Yokosuka Line and Itō Line. The locomotives were modified in 1951.ED11 1 was resold to the Seibu Railway and reclassified as the Class E61, numbered E61; it was withdrawn in 1987 with the introduction of the Class E31 locomotives, along with E52. ED11 2 was relegated to switching duties at Hamamatsu Works in its final years, being withdrawn in 1976, being replaced with ED18 2.Both locomotives have been preserved.
