Bright, personalized to him With Best Wishes. It includes a COA from Jackson, MS Attorney and autograph collector (since 1975) Mark S. Hutchinson. I’ve also closely examined the signature compared to known exemplar, and also believe it to be authentic. I’m not sure when this photo, or the auto were done. It has an older vertical crease going through the left half, and some corner creasing but displays nicely and could frame up well.
