There is a clear protective film over the disc, the white that is showing must be corrosion on the disc and under that film. You can sort of feel it. Some scratches but think those are on the film. Has spotting on the back. Disc marked: Stroboscope disc 60 Hz DUAL made in Germany 45 rpm 33 1/3 rpm The black 45 rpm adapter is 1-1/2” diameter and about 3/8” high, marked DUAL on the front and a 3 and Made in Germany on the back.
