Certain low-cost, high-weight items may be shipped in a Priority flat-rate padded mailer with cardboard wrapping surrounding the items. ALL items receive some sort of void fill, bubble wrap protection, or both- usually both unless the items are very cheap, too large or too heavy to benefit from bubble wrap, or otherwise do not require the protection.
