It's slow this time of year, USPS does not always scan when they should, items are delivered to the wrong address, porch/box pirates abound, and there are even buyer scammers, who file for refund after they have received the item. If tracking shows that the item was delivered but it was not (probably delivered to the wrong address), the buyer will need to file a lost mail claim with USPS and if that is not successful in finding the mail, file with eBay for a refund.
