The small tap creates threads in a 5/64" pilot hole. This preps the car to receive a screw-in replacement rivet. The small bit creates a #50 pilot hole to prep the car for a replacement rivet, then the larger bit follows the pilot hole to remove the head of the factory rivet. When running the tap into the pilot hole, always use oil on the thread of the tap for fluid threading action. When the tap stops, do not twist any further. It has bottomed out.
