Burns is best known for his Safety Gear for Small Animals (SGSA) project with manifestations of this project including an installation of safety gear and triage tents at the Museum of Modern Art (MoMA), New York as part of Safe in 2005-2006; A comprehensive exhibition at the Museum of Contemporary Canadian Art in 2005; A Concert for Patagonia at the Bienal del Fin del Mundo, Ushuaia, Argentina in 2007 and Bird Radio at KW - Institute for Contemporary Art, Berlin, Germany in summer/fall 2007. Burns was born in Regina, Saskatchewan, Canada and currently lives in Toronto. His work concerning drugs, animals and safety has been published and exhibited widely, including solo projects at Wellcome Trust, London, UK; Kunst-Werke-ICA, Berlin, Germany; and the Institute of Contemporary Art, London, UK. His Safety Gear for Small Animals exhibition organized by the Museum of Contemporary Canadian Art, (MoCCA) Toronto and Tom Thomson Art Gallery, Owen Sound toured to nine locations including the Southern Alberta Art Gallery, Lethbridge, Canada; California State University-Fullerton, Los Angeles, CA; and Art Gallery of Greater Victoria, Victoria, Canada.
