Specific to the great state of Ohio, it's a coattail item with Howard Metzenbaum for U.S. Senate and a couple of other judicial candidates, all displayed in a pennant-shaped item, just like that state's unique flag. It's a whopping 37" long and 24.5" across the top narrowing down to 14.5" at bottom. Perhaps this hasn't surfaced in your neck-of-the-woods.
