The bird part can be removed from the dish. I am unsure if this is meant to happen, or if it is broken. Some tarnish present (SEE PICS) and it seems that the wings are slightly bent, but I am not entirely sure. Looks to be made in Germany in the early-to-mid 20th century. One wing looks to be marked "835" while the other wing is indistinguishable to me. Dimensions are approximately 3" x 1 3/8" x 3 1/2." Please let me know if you have any questions.
