This scale does have brush marks from being painted. I can't tell if it was the entire scale or just the sides. The date is on the bottom and in gold, but hard to read. This does have the little protector cap over the adjustment knob which is missing on a lot of these. I was able to carefully remove it and adjust the scale back to zero. I did not tighten it completely so you can do the same and adjust if necessary.
