This report deals with the development of bombing policy during the world-war of 1939-1945, and considers the extent to which allied air attacks against Germany and German-occupied territories in Western Europe affected the enemy's war effort. It is divided into four parts. Part I reviews the history of bombing policies and directives. Part II provides a statement about the numerical strength and operational effectiveness of our bombers, and gives details about the tonnage of bombs directed against different objectives. Part III analyses the characteristics of the different German target systems that were attacked, and examines the results that were achieved. Part IV sums up the results of this examination and discusses the interaction of the air and land war in the defeat of Germany, and the vital importance of accurate intelligence in the evolution and implementation of air policies. The report is based on the findings of the British Bombing Survey Unit (B.B.S.U.). This Unit was in being from the end of June, 1945, to the middle of September, 1946, and was established on the recommendation of a Committee that was set up by the Secretary of State for Air, under the Chairmanship of Sir Geoffrey Vickers, V.C. It had headquarters both in London and in Germany and, with the exception of the eastern zone of Germany, its field staffs moved freely on the Continent in search of relevant information. The Unit was administered by the Royal Air Force, but its central and field staffs were drawn from all the Services, and from civilian Departments of State (the Ministry of Home Security and the Ministry of Aircraft Production) which were concerned in the field of work under investigation. It also included a number of independent observers. A skeleton Air Ministry organisation that had been established in October, 1944, under the name of the British Bombing Research Mission, was taken over by the B.B.S.U. on its formation, as was also the Bombing Analysis Unit of the Allied Expeditionary Air Forces and S.H.A.E.F. This Unit had been carrying out investigations on the results of bombing in France and Belgium from September, 1944.
