The five best players from each of the 20 teams at the time were selected to be included in the set of cards. In 1995 Pro Magnet a Canadian Company run by Chris Martin Enterprises who acquired an NHL license to produce this set. The license was denied in 1996. Only 28 blank back Test Proof sets of 100 cards were issued to various vendors and officials from the NHL. !!!
