With close to 600 inmates, the Wisconsin Correctional Institution at Fox Lake has men (upper) moving about the 80 acres much of the time. The facility, 10 miles east of Waupun, is a medium security institution where tables are set up for outside visiting in the summer. John Gagnon, warden since the prison opened in 1962, says that most of the men at the facility are on their way back to society and are chosen "because we think they can tolerate more responsibility."Photo measures 10 x 7inches.
