Description: Rare 1963 $20 postal savings certificate with a 20 cent liberty used to pay the early redemption fee. Series of 1954 punch card certificate, Hartford CT, redeemed 19 days after issue of the certificate (for redemption in under 30 days, a fee was charged - that's that the stamp was used for). "paid" marking over stamp; a nice example of this obscure rate and a crucial Liberty series item. There are on the order of about a dozen reported examples of this use.
