The cartoon depicts Hitler in the comical image of a wailing woman with a headscarf on her head and against the background of a map where the territory of Stalingrad is marked with a ring, and 22 swastikas are enclosed in it. They symbolize 22 enemy divisions that were surrounded and eliminated by Soviet troops during this battle. By "ring" the author meant the ring in which Soviet troops took the enemy group.
