If any color was ever applied to the foreground numbers, it has long ago faded or washed off. This plate looks eerily like the maroon Arizona plate from decades later, which had a similar, three pronged saguaro cactus separator at center. My guess is that this old prototype was hanging around DMV headquarters for so long, that state officials probably decided to finally go through with the design. See the close-up photo, as that tells the whole story as to condition. Size is 12 inches by 5 13/16 inches. At one time I collected prototype plates, and examples from Arizona are rare.
