Through the countless channels of publicity and propaganda he has been deluged with information, surmises and opinions which he finds hard to sift and assimilate. Never before in our history has the task of being an intelligent citizen been so difficult. The purpose of the present account is to attempt to offer a birds-eye view of the trend of national policy during the last five and a half years in a spirit of judicial detachment. The conciseness of the portrayal will irritate many but, I hope, will please more. Though planned in first instance as a supplement to my Political and Social Growth of the United States, 1852-1933 (Macmillan, 1933), the treatment is complete in itself.
