Roche, the first woman member of President Roosevelt's "Little Cabinet" is seen here conferring with her chief, Treasury Secretary Henry Morgenthau Jr. today (November 15) . The first day of her official connection with the Treasury Department as assistant secretary. Josephine Roche, one time policewoman and also one time aspirant for the office of governor of Colorado and operator of five Colorado Coal Mines was named today to the Post of Assistant Secretary of the Treasury by President Roosevelt and immediately was sworn in. Miss Roche anticipated the New Deal by a few years in the operation of her Colorado Mining Properties. There had been bloody wars in the Colorado Coal District when she took over control of the Rocky Mountain fuel company in 1929. She immediately raised wages and invited and encouraged her employees to unionize and she even appointed a union leader, John Lawson, as her manager. Her mines have prospered under her system and her own fame spread beyond the boundaries of her state to make of her a national figure. Photo measures 8.5 x 6.75 inches. Photo is dated 11-15-1934.
