SIR, In pursuance of a resolution of the House of Representatives of the 18th instant, requesting the Secretary of War to lay before that House, "information whether any of the paymasters of the ar- mies of the United States, during the late war, have failed to per. form their duty, in making their returns and settlements, and the names of such delinquents, and the reason why coercive measures have not been used to compel a performance of duty," I have the honor to transmit a statement made to this Department, by Peter Hagner esquire, Third Auditor of the Treasury, " of the names of the per- sons who have received public money for paying the troops in ser vice, during the late war, and who have failed to render their ac counts." This Department does not possess the power to coerce persons not in the military service, to render their accounts for settlemen nor is it invested with the power to compel payment of balances du from delinquents into the Treasury; that duty appertains to anothe department.
