BACON, FOR A REPEAL OF THE EMBARGO, AND THE MAINTENANCE OF THE NEUTRAL RIGHTS OF THE UNITED STATES ON THE HIGH SEAS. FEBRUARY 3, 1809. WASHINGTON CITY: A. & G. IFAT, PRINTERS. 1809. MOTION. RESOLVED, as the opinion of this house, that the United States ought not to delay beyond the day of to resume, maintain and defend the navigation of the high seas, and that provision ought to be made, by law, for repealing on the fourt day of March the several embargo laws; and for authorizing at the same time, letters of marque and reprisal against Great Britain and France: Provided, on that day their orders or edicts violating the lawful commerce and neu- tral rights of the United States shall be in force; or against either of those nations having in force such orders or edicts. The following amendment to the above resolution was proposed by Mr. Randolph, as a substitute for the words in italics. "The merchant vessels of the United States, owned wholly by a citizen or citizens of the United States, to arm and defend them- selves against any armed vessels sailing un- der the British or French flags, so long as their illegal orders and decrees shall remain unrevoked."
